I use it occasionally. I've never said with intention to hurt anyone but its not like my intentions change how people feel about it or perceive it. I said it in my history class a few times and the only people who seemed to be shocked or anything were people who weren't black.

I was at a 7-11 in Compton with some friends at like 2 in the morning about a year ago. I bought this homeless guy a hotdog and we hung out for like an hour. He called one of my white friends a nigger a lot. "Look it up in a dictionary, it'll say 'ignorant muthafucka', what are you? A IGNORANT MUTHAFUCKA! YOUS A NIGGER!

I've been known to say "nigga please" jokingly on occassion, exclusively to non-black people. I'm not sure if I would hesitate to say it around a black person (there are very few black students at my school).
