i've recently read an article describing somewhat similar results that suggests that we live in a cosmic bubble of distorted spacetime
the article to which you linked asserts a partially misleading claim that farther away galaxies are, the slower they should appear to move. however, hubble's law indicates that the farther cosmic objects are from us, the faster they will move away from each other. this is true for any perspective within the universe (as a result of the cosmological principle)
