I'm going with Cash, but that's partly just because I know him better. I think you could maybe argue that he had more longevity and achieved more though. They're both excellent of course.

I agree with your argument that Cash had more longevity, and was able to accomplish things Williams never did. At Folsom Prison is probably the greatest country album ever.
