Rachel Bilson is an actress in a show called "Hart of Dixie" in which she plays a big city doctor who has moved to the rural South or something - to a town conveniently filled with attractive young people with attractive young people problems.

She has taken a lot of flack for the quality of her acting, and (I'm inferring from the video) her reputation for playing boring goodie-two-shoes characters, and this rap video is her repudiation of those claims in a manner that's supposed to be funny (but isn't).
