There was a James Bond movie with that exact plot, except it was a crazy North Korean dude who used giant mirrors in space to burn his enemies with focused beams of sunlight.

It was one of the Pierce Brosnan Bond movies, and they all kind of blur together, so I don't remember which one it was.
